It would make sense if they had started a rolling system from '74 onwards.... so next year '75 build cars would be automatically included and so on. An awful lot of '73 onwards cars have already been scrapped or broken for parts as they are more difficult to sell for models that were current across the historic/non-historic period. Everyone wants a tax exempt car as students of 'the bay of all dodgy things' will already be aware.
Is probably the reason as to why the original proposal for a rolling exemption has never been honoured, but the cost to the tax payer for a bunch of lawyers that will no doubt be needed to change the legislation will probably amount to more than the total amount of tax that would have been paid by the owners of cars built between '73 and '74.

Yes, it is good news. Basically, cut-off is build date 1st Jan 1974. It isn't a rolling date again so far.
From the FBHVC site, "Owners of classic vehicles received another boost in the Budget. Classic vehicle tax exemption has been moved forward by a year, so vehicles built before January 1, 1974, will now qualify for a free VED disc. Previously this applied only to vehicles built before January 1, 1973. This comes in to force April 2014".
Additionally, "Motorists wanting to declare their vehicles as being off the road will no longer have to do so on an annual basis, because SORN declarations are now open ended. Commenting on this change Mr Whale said, “Whilst I can understand the Government wanting to reduce administration costs by this move, the removal of the obligation to declare SORN annually will make it more difficult for historic vehicle researchers to trace and track vehicles in long term restoration or storage.”
Fair comment, although lots of restoration level vehicles that have not been on the road in recent years were never subject to SORN process anyway. |

I see from an article in the Sat telegraph Motoring Supplement that as from next year, 1974 cars will be exempt from vehicle excise duty; so a few more Rapier's will qualify, even those early '75 cars if, and I assume this to be the case, it is year of manufacture rather than registration.
As club rep for obtaining this I anticipate a few enquiries over the coming months.
I don't have the article to hand to go into more detail, but I'm sure
I didn't dream it  .
Pity it is not 'rolling' yet, but gives us hope!
