If like me you have fell victim to a private parking charge (PPC) in the past then this is invaluable information.

Basically, these "fines" are un-enforcable as they need to prove who was driving the car at the time, can't charge the registered keeper and as the registered keeper you are not obliged to tell them who was driving.
